The Rotary Club of Enfield is honoring Enfield’s veterans by sponsoring military tribute banners that will be displayed in Higgins Park, the Town Green, Freshwater Walkway, North Main Street and Hazardville between Memorial Day and Veterans Day in 2026 and 2027. The Enfield Public Library partnered with Enfield Rotary to preserve digital versions of these banners as well as biographical information about each veteran.

Lucien joined the military in March 1969. He served in the Connecticut Army National Guard for 37 years. He retired as a First Sergeant. He served in Iraq October 2004-October 2005.
As the Chairman of Enfield’s Veterans Council, he coordinates with Enfield’s leadership for Enfield’s Memorial and Veteran’s Day parades, and an annual Navy Ritual Ceremony honoring all veterans lost at sea. He coordinates an annual Gold Star Luncheon.
Lucien has served as Commander of American Legion Post 154 since 2011. As Commander, he organizes an annual Four Chaplains Mass, a monthly program visiting veterans at Parkway Pavilion Health and Rehabilitation Center. He worked with Enfield’s leadership and DPW to coordinate a monument for an Enfield veteran. He designed the placement of the Space Force flag on the Enfield Town Green and repositioning military branch flag poles.
He is a life member of VFW, DAV, and NCOA.
Lucien is the recipient of the 2018 Legion of Honor Humanitarian Award from the Chapel of the Four Chaplains, 2019 Enfield Patriot Award and the Daughters of the American Revolution 2019 Veteran Volunteer of the Year, and Class of 2024 Connecticut Veterans Hall of Fame.
He worked with Congressman Courtney and Representative Carol Hall’s offices on veteran issues.
Lucien volunteered with many organizations such as Wreaths Across America, Special Olympics, Enfield Soup Kitchen, and Cub Scouts. He was a volunteer fire fighter for 15 years.
He is married to Pamela Townsend. They have a beautiful, blended family of three adult children and three granddaughters.
